Windows not shutting down

When I go to shut down my computer, it hangs at the blue windows screen that
says "windows is shutting down".
It will stay there until you disconnect the power supply.
Can anyone help me with this?

In some cases, where all obvious methods have been tried and have failed, a
BIOS upgrade can fix the problem, as in the case of the Asus P5B
motherboard.. use of the latest beta BIOS fixes the problem..

One or more, of the apps you told your pc to run 24/7, is NOT shutting
down. Find out which one, using msconfig, and then set it NOT to run
24/7 unless you want to continue to experience the shutdown "niggle".
