Windows not recoginizing cd/dvd drives

Windows is not recoginizing my cd\dvd drive. Device Manager says the device
is working properly. When I boot the computer, I get 2 messages that say
[ERROR LOADING C:\windows\cfgmgr51.dll and ERROR LOADING aunps2.dll]. Dell
has told me to reinstll Windows XP, however I can't do this because I have
the program on CD. Recently bought new cd\dvd drive and still have the same
problem after installing new drive. Any help would be greatly appreciated.

Does the error show up before or after your ability to goto bios setup? If it
is after try setting your boot sequence to cd-rom first and try and reboot.
If it's after then I am at a loss.
