windows no start, file missing/corrupt, windows route 4\system32\hal.dll

windows could not start cause the following file is
missing or corrupt
windows route 4\system32\hal.dll.
please reinstall a copy of the above file

This is what I see when I turn on the computer, I have
tried to boot from Windows XP CD, run recovery console,
and have tried every advanced menu options including safe
mode command prompt. It keeps giving me this same error.

This indicates a damaged boot.ini file, so the boot is looking in the
wrong place for Windows components - hal.dll just happens to the the
first it looks for.

Boot the CD to recovery mode, and give
ATTRIB -H -R -S C:\boot.ini
DEL C:\boot.ini
BootCfg /Rebuild

and it will find the system and make a new file.

This does not of course guarantee that there is not more trouble further
down the line, I'm afraid

Can you explain how to " Boot to Recovery mode" ?
and where do you enter "ATTRIB -H -R ..............etc."?
