windows no start file is missing/corrupt route4\system32\hal.dll

I'm getting this error:
windows could not start cause the following file is
missing or corrupt
windows route 4\system32\hal.dll.
please reinstall a copy of the above file...

I have tried running recovery console/safe mode, nothing
lets it boot.
