I can't access my control panel because my daughter permanently deleted the
rundll32.exe and rundll32 files on windows millennium. I have a windows 98 SE
disk but can't install because I have to first uninstall Windows Me. And I
can't access my control panel to do that.

try this:
Put the windows me disk in the cd
goto cd rom drive (ie d:)
Type:
cd win9x
Extract /a *.cab rundll32.exe /l c:\Windows

Click Start and then click Run...
Type msconfig and then click Extract File.
Use msconfig to extract the files from C:\WINDOWS\OPTIONS\INSTALL.
If IT DID not work, try extracting from C:\WINDOWS\OPTIONS\CABS.
If this still does not work, search for the file base2.cab in your hard disk.
