Turn on your Internet Connection Firewall (right-click My Network Places, Properties, right-click your connection, Properties, Advanced, enable firewall) or disable the Messenger Service (Control Panel, Admin. Tools, Services, scroll to Messenger and disable).

They are coming in by sending a message through the NetBIOS method to
the 'messenger service' which is used in networks for the admin to send
out warnings.
First enable the Firewall at Control Panel - Network Connections -
r-click the connection to the internet and take Properties. Check the
top check box and Apply. Or if you use a third party firewall make sure
it is set to block incoming NetBIOS (especially port 135). Note that

If telemarketers call you all the time, do you stop them from connecting to
your phone or do you turn the ringer off so you don't hear it ring? Of
course you do the former. Disabling the messenger service is just like
turning the ringer off. All your doing is hiding the messages, not stopping
them. The real problem is open netbios ports and the messenger service
receiving popup spam is just a way of warning you that your netbios ports
are wide open. The correct solution to stopping messenger service popup ads
is to hide/block the netbios ports. This can only be done by installing
and/or enabling a good firewall. Disabling the service surely doesn't hurt,
but the correct answer is to enable a firewall.

You're popup problem has nothing to do with the messenger service. They come
from Weather Bug itself. Weather Bug downloads the popup ads onto your
computer and then displays them to you. Weather Bug is basicly classified as
spyware/adware and I would get rid of it if I were you. A better weather
program with no popup ads is Weather Depot. Either run Spybot and Adaware to
disable the adware feature in weather bug or uninstall weather bug and try
weather depot.
