You won't be able to see those whose addresses were entered on the Bcc:
line. If there's a long list on the To: line or the Cc: line, it's hard to
see those
beyond the edge of the screen.

Also, only the email address, but not the person's name, is required for
the mail to arrive, so perhaps whatever email program was used to send
it decided to leave off some of the names.
