Windows mail (Vista)

Every time I open Windows mail I receive a message saying that Windows mail
didn't finish properly. After this first message everything works OK until I
restart Internet Explorer again. This is of course not a big deal but
somewhat irritating. Maybe someone can tell me how to fix this problem.
 
How about "Your mail client is not installed/configured properly"?

Is MS Outlook (2003) also installed?
