It depends on which ISP you use.
If it's BT something has changed on their side.

Otherwise it may be a antivirus program issue.

Who is your ISP and which AV do you use?

I use the laptop at work and home, ISP at work is ATT and at home it is TWC.
As for AV it is McAfee Internet Security. It is strange because it worked
fine for the first 5 days.

Some victims report running for 3 months or more before it eventually bit
them.

Consider uninstalling it entirely and using a tried and tested, free,
compatible
alternative such as Avast.... http://www.avast.com/eng/avast_4_home.html
but don't use the superfluous email scanning component.

My Windows Mail also stopped the other day after always working fine. Also no
setting(s) were changed. I have no new ideas for solution other that to
appeal to Microsoft for it. I didn't have this issue when I ran XP Pro as my
platform and used Microsoft Outlook for email.

If you are another Norton or McAfee antivirus victim...
(both incompatible with Vista/Windows Mail)

Lots of ideas, but you don't give us much to work with.

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
should be uninstalled.

Do you get any error messages?

Are there any undeletable messages in the Outbox?

You mentioned that you were running ISP Comcast. In my comcast in the POP 3
space receive is mail.comcast.net. The next line, send is smta.comcast.net.
To get there in the mail folder click tools, then click accounts. High light
Comcast, then click properties, then click servers and this is where you
should see what the setting are. You may have already done this, but I would
not have email that was not scanned as it come in by stopping the antivirus.

After reading all these threads, I decided to delete Norton that came on my
laptop (which wasn't easy) and installed grisoft AVG free version. I've used
that for years with no problems.

You'll be glad you got rid of Norton.
Another good (and free) antivirus is the one I use:

The same thing just happened to me a couple days ago. It doesnt make sense to
me that it would be my anti-virus prog (McAfee) since this problem just
happened after months of Windows Mail working just fine. I have disabled the
e-mail scanneing in McAfee and I still can recieve e-mail, just not send
them. I've checked all my settings (none of which have changed) and can't
seem to find the source of the problem. My ISP is Comcast and the error
message that came up included the number '0x800CCC0E'

McAfee is notorious for biting Windows Mail after many months of
apparently trouble free use.

Disabling the POS is not enough... it has to be uninstalled completely,
pierced through the heart with a wooden stake, shot with a silver bullet
and buried in a garlic coffin. Use a free compatible alternative such as
Avast - http://www.avast.com/eng/avast_4_home.html but with the
email scanning component disabled or better yet omitted during install.

I had exactly the same problem. See the fix for Windows Mail posted on 28th
August. Following the link and downloading the Hotfix worked for me!
