Windows Mail Send/Recieve Duplicates Messages

I have tried to send/receive email 4 times and each time the connection to my
email server is lost or disconnected.

The problem I am having is that each time I reconnect and click send/receive
it creates duplicates all of the messages already downloaded from the
previous attempts. It does not seem to recognize the emails that aready exist
in my inbox.

From: http://www.fjsmjs.com/OE/disconnect.htm

In OE go to Tools | Accounts and do the following for each mail and news
account:

Double click the account.
Go to the Connection tab.
Uncheck "Always connect to this account using:".

If the email download does not finish completely, your email program
will not send a delete command to the server. This means the next
time you connect, all the same emails will be downloaded again.

Connect to the server via webmail, and delete any duplicates you
see, and delete anything else that looks suspicious or unwanted.
It is very likely that there is a corrupted message on the server that
is causing this problem.
If your provider does not offer webmail access, you can do the same
thing at http://web2mail.com.
