Windows Mail Removes Access

I get this sometimes when I send and recieve photos that are nothing more
than .jpg images. "Windows Mail has removed access to the following unsafe
attachment: xxxx" How can I get Windows Mail to stop doing this?

When sending, make sure the image you are attaching is not open in
another program.

Make sure attachments are enabled:
Tools, Safety Options, Security, uncheck "Block images..." and also
uncheck "Do not allow attachments..."

Also go to Tools, Options, Send, Mail Sending Format, HTML Settings,
make sure "Send pictures with messages" is checked.
Finally, go to Tools, Options, Read, and uncheck "Read all
messages in plain text".
