Windows Mail not receiving

I can not receive any mail on my windows mail account. I can receive in my
server account. I get this message after it trys to receive
-- Account: 'Windows Mail', Server: 'mail.insightbb.com', Protocol: POP3,
Port: 110, Secure(SSL): No, Error Number: 0x800CCC19
I have my CA email firewall off. I have tried removing my account & adding
it back but nothing works. It worked until about a week ago. I don't know if
a setting got changed or not. I don't know what is actually should be.

Make sure you have 'Email protection' disabled in your antivirus.
If no improvement, uninstall the Firewall module of CA Internet Security.
The Windows Firewall is quite sufficient.
 
I uninstalled Norton from My computer & disabled my email protection in my
antivirus as you suggested. I opened my mail tonight & bingo, there it was.
