Windows Mail Mailto problem

If I click a mailto link in an email message IE opens and I then get a
message that "could not perform this operation because the default mail
client is not installed properly"

Why is it not recognizing "mailto:" as a mail link and opening IE?
I looked at the options and WM is the default email program.

Any ideas?

Start | Default Programs
Make sure Windows Mail has all three of its defaults.

Control Panel (Classic view) > Default Programs > Set your default programs --
assure that IE and Windows Mail have all their defaults (press upper green
arrow).

Click Start, select Default Programs
Click Set program access and computer defaults
Click Custom, and select Windows Mail
Click OK

Then, follow these steps:

Click Set your default programs
Select your mail client from the list
Click Set this program as default
Click OK

All of those listed (IE, email, news, contacts, calendar) say this has all
it's defaults... of words to that effect.
I clicked the green arrow (make this default) on every app. Closed IE and
WM.
Clicked a mailto link in WM and IE opens with the same error.
