windows mail in vista

I am unable to send or receive emails. The tabs for send, receive, reply,
reply all and forward are blacked out.....please inform me of a fix....thanks
guys!

Did you add a mail account in Windows Mail, using the instructions
provided by your mail service provider? Who is your mail service provider?

Thank You ~~ Yes I have an acct. The email was ok until I tried to delete
the recovered messages by using the advise by mac dated 6/27/09 listed under
"delete recovered message folders in Windows Mail" here in communities. Now
I get nothing and as I say, the tabs are blacked out. Any clue how to fix
this now?
