windows mail: delete, rules, inbox

My Windows mail under Vista Ultimate, will not respond to the empty deleted
items folder command. It also looses any message rules I create after one
time. Rules I do create "cannot be applied" I have to click on another mail
folder before I can click on Inbox and see messages in the inbox. I have all
of the latest updates installed.

Download and install this fix, with Windows Mail not running:

http://support.microsoft.com/default.aspx/kb/941090

Although it's labelled as for messages stuck in the Outbox, it also works
on other folders. If you don't know whether to use the 32-bit version or
the 64-bit version, try the 32-bit version first. If you have a Norton or
McAfee antivirus program, expect to need the same fix again, although
not immediately.

I am off to bed, past 1am here, so if what I throw at you fails, then others
can pick up the flack for now :)

A fix as been released by M$ to resolve the problem of undeletable mails:

"Messages may be stuck in the Outbox when you use Windows Mail on a computer
that is running Windows Vista"

http://support.microsoft.com/default.aspx/kb/941090

Ensure!! that you have a mail account set as the "default account":
Tools>accounts>mail>set as default.
Now try to apply the rules?

Go to view>current view>and select the top and bottom options only.

If you have Norton or McAfee AV applications then you may need to consider
alternatives such as AVG Free, or Avast Free.

Rules are stored in the Registry. You may have a security program blocking
the Registry changes WinMail has to make to store your rules. A few, but
not all, of the programs now doing this are:
Ad-aware's Ad-Watch
IBM Access Connections
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Spyware Doctor
Windows Defender
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

Norton and McAfee cause a lot of problems for Windows Mail and several other
email programs and should be uninstalled.

Boot into Safe Mode with Networking and try the change.
