windows mail cant send when out of USA

Then you either need to switch to a local email provider for your
outgoing email server or switch to an email service that does not
use port 25 (ask your email provider if their outgoing email
server listens to any other port for outgoing mail, and if so,
how to switch to using the other port). Connections to port 25
are often blocked if they cross from one internet provider's
equipment to another's, to cause trouble for spammers.
 
Most mail providers have provision to send e-mail through a web interface
which is what you should do when not directly connected to your regular
ISP/Mail provider..
