Windows Live Hotmail

Tried to download "Windows Live Hotmail" and I get the following message:

"Sorry, but it looks like you won't be able to participate in Windows Live
Hotmail at this time.
This might be because:
Your account is with one of our partners and has additional features that
Windows Live Hotmail doesn’t support yet
Windows Live Hotmail isn’t available in your area at this time
You have a parentally controlled account
Your Windows Live ID indicates you're under 13"

I don't understand Microsoft's phasing in system? Can anyone shed some light
on this? I have an older Hotmail (Free) account (1999). I tried WLMD but it
was a disater. Have been using the native Windows Mail (Vista Home Premium)
and the Hotmail via MSN home page. What are my options at this point in time?

Windows Live Hotmail is kind of in a time warp at the moment. You might
have missed this announcement Sunday, May 6, 2007:
Microsoft Launches Windows Live Hotmail Worldwide

I've never used Hotmail or a "Live" anything yet, but it looks like I'll
soon have to migrate from Windows Mail to the newly-renamed Windows Live
Mail, according to this quote from that press release:
"More to come. In the coming weeks, Microsoft will introduce an additional
e-mail client option for Windows Live Hotmail with the release of Windows
Live Mail beta, a free consumer e-mail client available via download that
will be a successor to Outlook Express and Windows Mail on Windows Vistaâ„¢."

NOT the smoothest rollout I've seen, and the bewilderingly similar names and
re-names just add to the confusion. :>(
