Windows Keystroke Shortcut ???

Is there a built-in way to make Windows use a keystroke-shortcut to
launch an application? (Like CTRL-ALT-F for Firefox?)
 
R-click the Shortcut, pick properties, Click in Shortcut key box press
Ctrl+F and then Apply, ok.
