Windows Is Shuting Down

'Windows is shuting down' message hangs, or the, 'it is
now safe to turn off your computer' message does not
appear.
Can anyone give us a clue? Its an AT system not ATX so I
would like to know when to push the button.
The operating system has shut down so no problems when I
do switch off just no comforting screen to tell me when
its safe to do so.
