I am trying to delete a program but a message keeps
coming up" the windows installer service could not be
accessed. Will not work if in safe mode or installer not
installed properly" Well it worked on other program and
it's not in safe mode. HELP.

Where are you trying to remove from? If from Add or Remove:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\
CurrentVersion\Uninstall
