Windows Installer

I Have no Windows Installer....I can't install SP2 or anything....I've tried
countless suggestions....How do I reinstall Windows Installer.....? Do I
have to reinstall Windows? I"M using XP on a Dell 4600C.... Am I S. O. L.?

Go to run,type:services.msc In msc scroll down to installer,double click,
set to auto start from manual,then start service,close out msc.
