I am trying to remove a program and it states that Windows installer is not
instaaled. Not sure what happened to it but could help getting it back
 
Try going to run,type:services.msc In msc,scroll down to installer,double
click on it,in the properties window,start the service,then change the
setting
from manual to automatic,close out msc
