Windows Installer Service not available

Im trying to install office xp pro following a format/reinstall of windows
xp pro.

Every time i try to install office, i get this error message:

Windows Installer
The Windows Installer Service could not be accessed. This can occur if you
are running windows in safe mode, or if the windows installer is not
correctly installed. Contact technical support for assistance.


I checked the knowledgebase and got article 315436. I followed the steps
presented there, but nothing is fixing the problem. Are there any other
steps I can try short of doing ANOTHER format/reinstall?

Have you tried another program that relies on Windows Installer? Better yet,
do you try to install Office XP before or after installing Installer 3.1?

I have already manually installed windows installer 3.1 (no effect), and
I dont know of any other programs I have that would use windows
installer. I have installed other programs since then, but I have not
seen any evidence that windows installer was used to do it.

I'm assuming that you used a previous version of Windows Installer before
trying version 3.1? Sometimes older programs choke on newer installer
versions. I aslo wouldn't rule out the possibility that there may be a
corrupt .cab file on your install CD as well, seeing as how you've
reformatted and it didn't work..
