There is a forum for ITunes.

http://discussions.apple.com/thread.jspa?messageID=8859928

They reference the section "Clean up iTunes installer files on the computer" here.
Click on the link on that page, to expand the section and show more text.

http://support.apple.com/kb/HT1926?viewlocale=en_US

"Windows Installer CleanUp Utility" Description.
http://technet.microsoft.com/en-us/magazine/2008.08.utilityspotlight.aspx

"Windows Installer CleanUp Utility" Download.
http://support.microsoft.com/kb/290301

Using an external search engine to search that forum, that error message
has been around since 2007.

I've never used the "Windows Installer CleanUp Utility". Perhaps someone
else can comment on how dangerous it is.
