Windows Installer Problem when using right-click to move folders e

WHEN I drag a file or folder using the "right-click" to save or move, the
windows installer pops up for about 2 seconds and then disappears.

I have read the many threads and do have "Installer Clean-Up" installed.
Please help me with removing this nuisance.
