Windows Installer Pane Popup

I have restored XP SP2 after a severe systems crash and now have a new issue.
When Windows applications such a Explorer, Windows Explorer, or Control
Panel are executed, Windows Installer panes pop up on the screen. How can
these be eliminated or is that the sign of something more serious in the OS?
