"windows installer" keeps popping up...

Whenever I try to open a program or go online, the program doesn't open.
Instead, the "Windows Intaller" window opens and say "preparing to
install..........." . This happened once in the past and I re-installed
window XP. I don't think I want to go through that again. Can you help?

Windows Installer and installing Windows are not synonymous.
