Windows Installer Issues

After completing many patch updates using windows update,
on a workstation, whenever I attempt to install any
program now, the windows installer errors out with the
following error.

1607: Unable to install installShield Scripting Runtime.

How do I get by this, what is the fix, or what patch may
have caused this?

Any help would be much appreciated!!

I have re-installed IE6 SP1, and Win2K SP4. I have tried
to re-install the installer, but it says the service
already exists and I can't re-install the installer.
