Windows Installer/InstallShield malfunctioning

I'm having two problems here. First of all, I use
Windows XP Home. I just got Doom 3 and whenever I try to
install it, it starts up and says "Checking Operating
System Version.....Configuring Windows Installer..." then
it quits and an error message comes up:

1607: Unable to install InstallShield Scripting Runtime.

On the disc it has instmsia.exe and instmsiw.exe files on
it, and their descriptions are "Installer for the Windows
Installer". So, thinking they might fix it, I tried to
open them but they are not for XP. I went to
InstallShield's website, and they had suggestions for
fixing this exact error (at
http://consumer.installshield.com/kb.asp?id=Q108340 ).
The first was:

Update the ISScript engine on your computer by
downloading the latest one.

So I followed the link and, as a part of the step-by-
step, deleted the folder "C:\Program Files\Common
Files\InstallShield\Driver" and downloaded the file to
reinstall it (isscript.msi). But when I ran it, this
error message came up:

The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe mode,
or if the Windows Installer is not correctly installed.
Contact your support personnel for assistance.

So I was left with no "...\Driver" folder (including its
contents), and I copied the ones on my other comp (Win XP
too) to this one. I realized when I ran a registry clean
program that my original folder contents
were "...\Driver\7\Intel 32\", and the ones from the
other comp were "...\Driver\9\Intel 32\", so I don't know
if I have the wrong version...

I recently got the latest Norton Internet Security,
thinking it might have been a virus, and, alas, found no
infections, but even that program was unable to finish
installing (same error message as above). Now whenever I
try to install anything that darn Windows Installer
message comes up. Please help! And if possible, tell me
a way to get those driver files back w/o having to
reinstall Windows! Thanks!
