Windows Installer gets error 1706

[Guest]

I get the windows installer popping up and tries to install something. This happens everytime I try to open something. I hit cancel and get a message to provide alternate path to a folder containing the installation package 'STD.MSI'. I can barely keep a internet session up and running. How correct this problem

I also have similar problem when I try to view a folder. MS installer pops out of nowhere and tries to isntall something. Did you resolve this problem?
