Windows Installer Error

Hi,
When I try to install programs, I get the following error:
"Windows Installer service could not be accessed."
I have checked that the service is set to enabled and to automatically
startup. When I manually start it, the following occurs:
"The Windows Installer service on Local Computer started and then stopped.
Some services stop automatically if they have no work to do, for example, the
Perfromance Logs and Alerts service"
I am running Win Xp Home with SP2, and I am the administrator, as weel as
the sole user.

Or manually:

Start>Run>msiexec /unregister [enter]

Then Start>Run>msiexec /regserver [enter]
