windows installer error

I downloaded a batch of the critical updates to my
computer (Win2000, SP3) and now Windows Installer is not
working. When I try to use it I get this error:
"Could not start the windows installer service on local
computer. Error 5: Access denied." I've tried to start it
via the control panel, services and selecting windows
installer and start but i get the same message.
How can I fix this problem?

- are you logged on with Administrator Rights?
