Windows Installer Dead

I've recently tried to uninstall Norton Anti-Virus
Corporate edition. In doing so something happened to my
Windows Installer. No only can I not completely
uninstall the program, anything new that I try to install
errors out. The only error I get is:

Internal Error 2755, 110. The system cannot open the
device or file specified.

I've tried installing several unrelated things to see if
the issue was isolated, but the same area comes up with
all install attempts. I have SP4 insalled...

I tried one of the solutions I found in an earlier post
which told about checking security priviledges on the C
root for SYSTEM and it worked. My SYSTEM user had all the
privs except FULL CONTROL. Check that let W2K do its
thing and BAM installations are back to normal.
