Windows Installer 1601 Error

When I'm trying to enable some of the standard addins in Excel 2000, I'm
getting an error that says the following -
"Excel can't run this add-in
Excel cannot install the necessary files due to Windows Installer error 1601
The Windows Installer service could not be accessed", etc etc

Trying to do anything that uses an msi file gives a similar error (even
uninstalling Office altogether)

I've found much written about the installer 1601 error & the fix generally
seems to be to unregister the msiexec.exe file then re-register it or to
update to Installer 2.0 (I'm running Win2000 SP3 on this particular machine)
but neither seems to work.

Does anyone have any ideas ?
