Windows Instaler and DLL File

An un-deletable DLL file seems to be causing
a Windows Installer launch resulting in
ERROR 1706 everytime I doubleclick a shortcut
or URL.

I'd suggest posting this to the microsoft.public.win2000.msi newsgroup.
They may be able to assist or point you to the correct team.
