Windows GUI Problem

Its happened 3 times now and it cause me to have to re-boot (although my
computer dosent reboot or turn off properly either)

but for some reason a no particular point the clock disspaerears and the
start logo and text dissapers. Ctrl Alt Del comes up with an error and if I
go to run and task mananger it said error to do with
C:/windows/system32/MSCTF.dll.

I have to reboot and the shut down screen goes sometimes to a small box like
what I have at school or just a black screen.

Its really annoying and I need to fix it does anyone know how and what I
should do?
