Windows Form would not create

When I want to create a windows form in VB.NET it will not create. But if I
create an inherited form it is created. What is wrong? I need help!!!!

Is there any error message appearing?
 
On one machine, it is dll could not initialize. On the other machine which
is a dell note book, no error message, just silent.
