Windows folder created under user profile %USERPROFILE%

Please help,
I have a problem, I am trying to copy some dlls to a WINDOWS folder which is
creted under Documents and Setting\%userprofile%\WINDOWS...

First of all I need to know what trigers the creation of this folder!
Because if i crete it manualy my dlls do not work!

Please tel me what makes

C:\Documents and Setting\%userprofile%\WINDOWS folder appear!

I have to terminal server on one of the all the users under their profile
have this WINDOWS folder, while on the other one the folder does not appear!

Please NOTE that both terminal servers are Running W2K Server with SP4 and
all the available updates and they are used for the exact same purpose!

Please tell me what trigers the creation of this folder (WINDOWS) under user
profile!

It's Terminal Services, which creates and redirects the folder for backward
compatibility with applications that think they can stick whatever they like
in the Windows folder.
