Windows Firewall is off and cannot turn on...

Windows Firewall is off and i cannot turn it on. It will not allow me to
access the firewall from the control panel or from the security pop-up. What
can i do?
 
the netsh command in SP2 can rebuild your Winsock. Open the command prompt and type: netsh winsock reset , then press ENTER.
