Windows Firewall ICS not running

Every time I restart my PC - even from hibernation - I get a message saying:
Windows Firewall/Internet Connect Service (ICS) is not running
Do you wish to start?

It is a nuisance to have to start it every time.
How do I set it so that it is *always* running?

Make sure that the service is set to run "Automatically".

I found the service in Management Console and sure enough it was set to
Manual - it isn't now !

Strange !!
