Windows File Protection

While trying to resolve a problem with the install of
Internet Explorer 6.0 the Outlook Express on one of our
machines stopped working properly. This is causing
Outlook to not function properly also I beleive. I have
been trying to uninstall and reinstall Outlook Express by
following the knowledge base article 263837, but windows
file protection keeps replacing the files that I'm
renaming. How do I disable windows file protection so I
can reinstall Outlook Express properly and try to resolve
these problems?
