Windows Features On/Off is missing??

When I go to Control Panel x Programs & Features and select Turn On/Off
Windows Features, the page loads but then comes up completely blank????????

I am using Vista Home Premium.

Make sure the "Windows Modules Installer" service is running.
 
I have the same problem. Only noticed it after installing windows live mail
beta. Could this have anything to do with it?
