(936686) Icons are missing from Control Panel,
or you cannot start Control Panel, the Welcome
Center, or games in Windows Vista
http://support.microsoft.com/kb/936686/en-us

Don't think that will help. All the icons work and the Turn features
On/Off applet starts and I get the Please wait prompt while it searchs
for installed options and then I get a blank window when the search
finishes.

Your blank window should have been a UAC prompt.
Do you usually get the prompts in other areas?

I looked up what a UAC (user account control) is. This is what I found
triggers one.
Installing and uninstalling applications
Installing device drivers
Installing ActiveX controls
Installing Windows Updates
Changing settings for Windows Firewall
Changing UAC settings
Configuring Windows Update
Adding or removing user accounts
Changing a user’s account type
Configuring Parental Controls
Running Task Scheduler
Restoring backed-up system files
Viewing or changing another user’s folders and files

I noticed UAC was ON for my account so I turned it OFF in User Accounts and
rebooted. Still no listing in "Turn Windows Features On or Off". I was also
able to create a new account and have installed ActiveX controls. So, I
assume this meets several of the above requirements.

Thanks for your prompt reply.

Turn windows features on/off is also a UAC "prompter"
Look for the little shield icon next to the command.
Make sure you have a good understanding of what UAC is and does before
turning it off.
What happens after the blank screen?

What happens after the blank screen? Nothing so you end up having to reboot?
Returns after a period of time? HDD whirring?

--->I'm having the same problem...I open the Programs in the Control Panel
and then when trying to turn on/off features it says "please wait" and then a
while later it goes away and displays a simple white screen...I'm apparently
missing tons of features that make Vista Unique...Please reply

Symptoms:
1. The dialog box "Windows features" is blank
2. "Sfc / scannow" does not work
3. In the system event appears repeatedly: "The service modules, Windows
Installer closed with the following error: Insufficient system resources
to complete the requested service." with Event ID: 7023

After seeing my system event log I found that the record size limit was
exceeded and this was preventing that could enable and disable Windows
features, then what we did was increase the registry size limit as
explained in: Understanding and configuring Registry Size Limit (RSL)
(http://support.microsoft.com/kb/124594/en-us) ... I put in the maximum
(0xffffffff) and presto, it worked again,

That was good detective work. Congratulations.
I am glad it worked for you.
However the articles says "it may not work for Vista"
So be careful..
