Windows Explorer

The toolbar for Windows Explorer contains a forward and backward button (arrows pointing left and right). They are grayed out and not working. How do I activate these buttions?
 
By opening another window.

That's the problem. I go to another window and the
buttons remain grayed out.

I should have said, go to tools>folder options>general tab and set to reuse
same window.
