I'm using Vista Ultimate. When I try to open a flac music file in Windows
Explorer there appears to be some Chinese or Japanese writing, my explorer
then shuts down and restarts. Any suggestions on correcting this problem. It
only occurs with the flac type files nothing else

what program are you using to listen to flac?

winamp now supports flac out of the box

That seemingly indicates that you have a bogus decoder for FLAC. Which one
are you using? What's the fault data according to the Problem Reports and
Solutions Center control panel?
