windows explorer won't browse cd drive

When i try to use windows explorer to browse my cd drive, it doesn't work.
The computer moves the "select" to a different folder. How do I resolve?

Are you sure your CD-ROM is working and has a good CD in it?
 
yes the cd drive works. the cds work in my other computer. programs can
access data off the cd drive but i can not browse it nor does it start on
auto start up. for example. i have a cd with video lectures on it. when i put
it in my laptop that is having the problem nothing happens. when i put it in
my desk top, a box opens up and says what would you like to do and gives a
few choices to select. i can also go to windows exploere and click on the
disk and it shows me all the file son the disk. this doesn't happen in my
laptop. Dell rana diganostic on it and sai the drive works fine, its a
windows problem.

Can you boot from the CD-ROM (using a bootable CD, of course)?

If it's fine before Windows loads, I'd probably try removing/deleting the CD
device in Device Manager & then rebooting to let it be redetected.
