Go to Programs>Accessories - right click on the Windows Explorer icon,
select Properties and type or copy/paste the following into the Target box:
%systemroot%\EXPLORER.EXE /e,c: [after c: just type whatever path to
whatever folder you want]
You can also create a Desktop icon for Windows Explorer with the same
command.
As for your second question, the Public Folder is part of the operating
system. Most operating systems have a Public Folder where you can put
files that you wish to share with others. In XP there were a series of
Shared Folders instead (Shared Music, Shared Documents, etc.) You don't
need to ever use the Public Folder, but it needs to stay there. Just
ignore it if you don't use it.
