windows explorer,my computer, and file icons not working when clic

When I click My Computer or file icons on my desktop, I get an hourglass for a few seconds, then nothing opens. I am unable to open control panel also, but most of my programs and apps work when clicked. I have run numerous anti spyware and virus scanning programs to find nothing. I have looked through my processes and startup files-they all seem to be necessary.When I boot up in safe mode I am able to access everything. Is there anything else I should look at?
