Windows Explorer Missing

I'm the administrator on a Peer-to-Peer network. Four of our five computer power users have Windows Explorer on their desktops. On one user's computer, I cannot get it to show up on her desktop, although it is there when I log in as administrator. Why would this happen on only one computer?
 
Windows Explorer shortcut on the desktop does NOT occur by default in a new installation. If you have more then one profile then each profile may need to put it there. Try this other user. Right click the desktop choose New | Shortcut and point the Wizard to C:\WINNT\explorer.scf
