Windows explorer in a loop

Windows explorer is constantly in a loop I can't get rid of. It keeps trying
to install a program that came with my computer, Vongo.
Installer starts then I get an error message that says. "'cauininstall.dll
is not marked for installation" When I click on OK it starts all over again.
This has been going on for two weeks. Restarting the computer doesn't help.
I can't uninstall Vongo or install other downloads because I get another
error message that I have to terminate the install that is currently running
before I can proceed.
 
Correction. It is Windows Installer in a loop not Windows Explorer.

Start in Safe Mode, uninstall/disable the program, restart in normal
mode.
